He was a double major in Business Administration/Political Science earning a Bachelor of Science degree from Fisk University in Nashville, TN. Tim holds a Juris Doctorate degree from the Indiana University McKinney School of Law and a Masters in Public Affairs from the O’Neill School of Public and Environmental Affairs (J.D./M.P.A.). Tim also works on Chamber policies, directs the Chamber’s legislative strategies, builds coalitions with different community leaders and chamber members to advance Chamber positions along with the Business Advocacy Team. In this role, he is responsible for negotiating, writing, reviewing, summarizing, researching and executing a wide variety of agreements for companies and clients, including marketing agreements, entertainment, licensing, real estate leases, confidentiality agreements, and other general business contracts both domestically and internationally. Tim Brown serves as the General Counsel, Director of Policy & Legislative Affairs for the Indy Chamber. While an undergraduate at Indiana University, she was a varsity letter winner on the women’s track and field team. Additionally, she assisted in the city’s efforts in the expansion of entrepreneurial activities. In that role, she participated in the negotiations and execution of major downtown redevelopment projects in the Nickel Plate District. Prior to practicing law, Bailey-Bernard worked for the City of Fishers, Indiana, as a project manager in downtown redevelopment. Additionally, she assists counties, cities, towns, redevelopment commissions, and other special taxing districts to finance public buildings, infrastructure, and other local public improvements by issuing tax-exempt and taxable bonds. She advised businesses and local government entities with respect to state and local government incentives for economic development projects.
